MassPotential Statement on Gov. Healey’s Literacy Bill Signing

Today, legislation (S.2924 / H.4642) An Act to promote high-quality early literacy instruction and improve student outcomes was signed by Gov. Maura Healey. MassPotential, a Massachusetts-based nonprofit organization dedicated to ensuring the success of all K-12 students across the Commonwealth, is thrilled to see this legislation cross the finish line. 

The first standalone education bill to pass in Massachusetts since before the Pandemic, “The Right to Read Act” offers a roadmap for transforming Massachusetts’ literacy instruction by requiring high-quality, evidence-based curriculum, ensuring effective teacher training and support, and administering regular student screenings. 

Nearly 60% of students in grades 3-8 in Massachusetts are reading below grade level, perpetuating cycles of inequity and limiting future opportunities. This issue also disproportionately impacts low-income students, students of color, English learners, and children with disabilities, who all currently face significantly lower reading outcomes. 

By Gov. Healey signing this legislation, the state has taken a true step forward in addressing its literacy disparities and ensuring that every student knows how to read by 3rd grade. We are grateful for Gov. Healey’s leadership on this issue and look forward to working with her and other key stakeholders in putting the bill into practice.
